Global Signal Scan — October 23, 2026

New surveillance snapshots, a vaccine-trial milestone and three questions about care

Europe's weekly mosquito-borne-disease reports now contain data through October 21. West Nile surveillance lists 1,965 locally acquired human cases across 20 countries and 229 affected areas. Dengue surveillance lists Italy at 73 locally acquired cases and France at seven. Chikungunya surveillance lists France at 182 and Italy at one. These are cumulative surveillance snapshots, not infections that all occurred today.

CEPI reports the first participant vaccinated on October 23 in the Tumaini Phase 2/3 Bundibugyo vaccine trial in Bunia, DRC. This is a research milestone. It is not evidence that the candidate prevents Bundibugyo disease, nor an announcement of an approved Bundibugyo vaccine. The trial registry page opened, but its substantive record did not render in this retrieval; trial-design details below remain attributed to CEPI.

The three full articles examine a WHO account of community malaria care in Uganda, dated October 23, a WHO/Europe health-data trust tool announced October 22, and TB diagnostic evidence guidance announced October 21. Service expansion, policy reflection and research guidance represent different kinds of progress; none alone proves a measured improvement in population health.

European West Nile virusECDC week 43, published Oct 23; data through Oct 21: 1,965 locally acquired cases, 20 countries, 229 affected areas; seven areas first reported this week.UPDATE the existing event. The report supports blood/tissue safety decisions and is not a comprehensive estimate of every individual's risk.
EU/EEA dengueECDC week 43, data through Oct 21: Italy 73 cases/seven clusters, six active; France seven cases/five clusters, one active.UPDATE. France's newly reported La Farlède cluster changes the prior inactive-cluster picture. Retain the observation date.
EU/EEA chikungunyaECDC week 43, data through Oct 21: France 182 cases/22 clusters, 15 active; Italy one case, associated cluster closed.UPDATE with a reconciliation flag: the page says 20 new French cases, while 182 minus the previously retrieved 163 is 19. Preserve the published total and flag the discrepancy; do not silently rewrite either source.
Bundibugyo vaccine research, DRCCEPI, Oct 23: first Tumaini participant vaccinated; Ervebo enters first. CEPI states no approved Bundibugyo vaccine exists.Add research context to the existing DRC event, not a new outbreak pin. Ervebo's existing Ebola-virus indication must not be presented as Bundibugyo approval.
DRC Ebola surveillanceRetrieved ECDC page still says updated Oct 20, 15:00; DRC report as of Oct 19, using data through Oct 18: 9,552 confirmed cases and 4,602 deaths.KEEP the dated snapshot. CEPI repeats these numbers with an Oct 21 attribution; this does not establish newer underlying observation dates or new cases.
Kenya Ebola surveillanceSame ECDC page: eight cases and one death as of Oct 20; last confirmed case reported Oct 18 in that version.KEEP. No verified advance in the retrieved series and no inference that transmission has ended.
US measlesCDC page retrieved Oct 23 still dated Oct 16: 4,410 confirmed cases through Oct 15.KEEP the cutoff. Do not advertise this as the Oct 22 weekly count or treat the stale retrieved version as evidence that no update exists elsewhere.
Uganda malaria accessWHO country feature, Oct 23: community workers being trained/equipped for testing and treatment across age groups.June's systems feature; programme reporting, not an independently evaluated national effect estimate or a new outbreak.
Health-data governanceWHO/Europe release, Oct 22; University of Zurich account, Oct 23.Eli's analysis. Published self-assessment guidance has no score or certification; no claim of national deployment or measured trust gains.
TB diagnostic researchWHO departmental update, Oct 21; publication listing indexed Oct 20.Maya's evidence explainer. Keep publication-listing and announcement dates distinct. Guidance is not approval of a particular test.

Coverage and verification limits: This is a curated global scan, not exhaustive worldwide surveillance. Ten editorial rows are not the canonical tracker total. No new active-record total or complete ADD/UPDATE/KEEP tally is asserted. Food investigations, Nigeria Ebola, Bangladesh, respiratory and weather records were not comprehensively reverified. The attempted FDA investigations-page retrieval failed; omission does not resolve any existing investigation. Retain previous evidence dates and do not restore old storm classifications. The tracker dispositions above were applied at publication on October 26, 2026.

How the scan was reported: AI-assisted retrieval and comparison of official sources and a trial sponsor's announcement. No interviews or fieldwork. Reporting dates, observation periods and retrieval dates remain distinct. ECDC's chikungunya arithmetic discrepancy and unavailable registry detail are explicit. How this scan was run

Publication authorized by Elijah St. John for the October 21–26 backlog, published October 26, 2026. Selective editorial rows are distinct from canonical tracker totals. Each source keeps its own date or cutoff, unavailable or stale checks stay visible, and full-set reverification is not claimed.

This edition is situational awareness for public-health professionals and the public. It is not medical, clinical, or travel advice. Source-check limits and evidence cutoffs are stated on each current record; the desk adds a record only when a current source supports it, so an absence of new signals never implies an absence of global health risk.
