Global Signal Scan — October 21, 2026

Nigeria reports an imported Ebola case; care infrastructure leads today's features

WHO's October 20 Nigeria report describes one imported Bundibugyo Ebola case in the Federal Capital Territory, confirmed that day, and 44 identified contacts under monitoring. WHO says the source of infection and complete exposure history remain under investigation. A recent travel history to Uganda does not establish where infection occurred. Contacts are people being followed, not additional confirmed cases.

The latest ECDC Ebola page retrieved was updated October 20 at 15:00. Its DRC figures are 9,552 confirmed cases and 4,602 related deaths, reported as of October 19 with data through October 18. It records eight confirmed cases and one death in Kenya as of October 20. These are separate country counts and cutoffs; this scan does not combine them into a purported global outbreak total.

Today's features examine a different part of public health: how treatment facilities function, how families obtain dementia support, and how locally developed technology can move toward a defined health use. The WHO cholera event page, The Gambia's dementia announcement, and Ethiopia's AI discussions are editorial signals, not new geographic outbreak declarations.

Kenya: Bundibugyo EbolaSame ECDC page; status as of Oct 20Eight confirmed cases, one death; latest confirmed case reported Oct 18. Monitoring continues; unchanged counts do not establish interruption of transmission.
US measlesCDC, page dated Oct 16; through Oct 15Retrieved text still gives 4,410 confirmed 2026 cases. Preserve that date. Do not represent this as an Oct 21 case count or assert a new death total without a verified update.

The Gambia dementia planWHO announcement, published Oct 19; adoption workshop Sept 28–29; plan 2027–2031Policy signal and June Calder feature. Preserve all three date meanings. No new prevalence pin or claim of implemented national services.
Ethiopia AI-for-health discussionsWHO Ethiopia, Oct 21Partnership exploration and demonstrations. Eli Ward feature separates this from deployed, evaluated clinical services. No outbreak pin.

Scope and exceptions: This curated scan is not a complete worldwide assessment. The canonical 31-record inventory reported in the previous release was not retrieved, so no current inventory total, updated/retained tally, or complete change set is asserted. FDA investigations, Bangladesh records, respiratory surveillance, and weather records require their own source refresh before any current-status changes. In particular, do not restore an older hurricane label for Trudy or treat the failure to refresh a record as evidence that a hazard has ended. These proposed dispositions have not been applied.

Reporting disclosure: AI-assisted review of linked official documents and surveillance pages. No field reporting or contact with health authorities. Retrieval can lag a source's latest publication; the table records the version actually obtained. Corrections should preserve dated snapshots under TiPH's Corrections Policy. Read signal methodology.

How this scan was run

Publication authorized by Elijah St. John for the October 21–26 backlog, published October 26, 2026. Selective editorial rows are distinct from canonical tracker totals. Each source keeps its own date or cutoff, unavailable or stale checks stay visible, and full-set reverification is not claimed.

This edition is situational awareness for public-health professionals and the public. It is not medical, clinical, or travel advice. Source-check limits and evidence cutoffs are stated on each current record; the desk adds a record only when a current source supports it, so an absence of new signals never implies an absence of global health risk.
