Global Signal Scan — October 18, 2026

Reader-facing brief

Kenya’s latest retrieved WHO report describes three confirmed Bundibugyo Ebola cases, including two detected among quarantined contacts. The DRC and U.S. measles pages still carry their earlier reporting cutoffs. New editorial leads come from CDC’s recently published youth-survey methods and WHO’s October 17 account of alcohol-control implementation in the Western Pacific.

This is a selective, source-dated editorial scan, not an exhaustive worldwide feed, official risk assessment or medical/travel advice. “Rechecked October 18” does not mean an agency published new observations today. Confidence describes the available evidence, not severity. The nine working records below are not a live tracker total; existing tracker IDs are preserved for matched records.

EBOLA-KENYABundibugyo Ebola / KenyaWHO Africa release Oct 16; events and contact status through Oct 16Three confirmed cases, including one death. Second and third cases were already in quarantine when they became ill. WHO reports 127 of 130 listed contacts in quarantine at that cutoff. YRBS-METHODS-2025Youth health surveillance / United StatesMMWR published Oct 15; spring 2025 surveyNational survey used electronic collection; overall response rate 30.6%. New publication describing an already deployed system and historical survey cycle. MethodsHigh for reported methods; self-report and participation limits matter.
ALCOHOL-WPROAlcohol policy implementation / Western PacificWHO story Oct 17; workshop Aug 25–26Seven countries examined implementation of alcohol policy. This is a dated account of earlier work, not evidence of a new law or measured reduction in harm. WHOHigh for event/account; outcomes not established by story.
FILOVIRUS-GUIDANCESurveillance and contact-tracing guidance / globalWHO normative guidance dated Oct 9; rediscovered Oct 18Publication overview describes updated filovirus surveillance, investigation and contact-tracing guidance, including community engagement. It does not replace national protocols. WHOHigh for document scope. Older guidance context, not a new outbreak or Oct 18 release.

Carry-forward and verification limits

European dengue’s weekly page failed retrieval today. The previous Oct 14-cutoff figures must not be relabeled as refreshed; keep the existing record and its prior date. Bangladesh dengue, FDA investigations and respiratory trends were not numerically refreshed. Their omission from this selective ledger does not resolve them or establish no change. Simon’s previously reported final-advisory status is not independently refreshed here; residual hazards must not be assumed absent.

For Kenya, the newer WHO contact count supersedes older figures only in the current record with its source date. Different contact counts can reflect different updates and definitions. Do not infer the status of the remaining contacts by subtracting the two numbers or equate every listed contact with infection. The Ministry’s no-evidence-of-community-transmission assessment is attributed in the article to WHO’s Oct 16 account, not asserted as an Oct 18 all-clear.

How this scan was run

Published with Elijah St. John’s approval on October 18. The nine selective editorial rows are not the canonical tracker total. One current tracker record is substantively updated; other records retain dated evidence. No full-set reverification, no-change finding, real-time total or storm all-clear is asserted.

Linked desk records (with separate evidence dates)

This edition is situational awareness for public-health professionals and the public. It is not medical, clinical, or travel advice. Source-check limits and evidence cutoffs are stated on each current record; the desk adds a record only when a current source supports it, so an absence of new signals never implies an absence of global health risk.
