Global Signal Scan — October 19, 2026

October 19: Ebola counts advance; new resources focus on prevention and care

The most consequential surveillance change in the sources reviewed is the latest Ebola update. ECDC's October 19 situation page reports 9,455 confirmed cases and 4,561 related deaths in DRC, reported as of October 18 using data through October 17. Nord Ubangi is newly affected. It also reports eight cases, including one death, in Kenya as of October 18. These figures supersede the older three-case Kenya snapshot in WHO's October 16 account; they do not invalidate what that account reported at the time.

Other surveillance pages retain earlier cutoffs. CDC's October 16 measles update records 4,410 confirmed US cases through October 15. Europe's latest retrieved mosquito-borne disease reports use October 14 data, not October 19 counts.

Three editorial signals merit deeper coverage today: WHO's lead-prevention work during the October 18–24 awareness week; a breast-cancer programme training manual announced October 19; and CDC's October 15 report on teenagers' unmet need for counseling. These are policy, training, and research developments. They should not appear as newly declared outbreak locations.

US measlesCDC, Oct 16; through Oct 15Retain 4,410 confirmed 2026 cases. Page rechecked; no newer cutoff observed. Counts are preliminary.
European West Nile virusECDC week 42, published Oct 16; through Oct 14Retain 1,926 locally acquired human cases, 19 countries, 222 affected areas. The country and area totals have different geographic meanings; this is not a general travel-risk ranking.

Coverage limits: This is a curated scan of retrieved authoritative sources, not an exhaustive worldwide clearance. Unchecked Bangladesh, food-safety, respiratory, and other existing records retain their last verified dates; omission does not mean resolution. No tracker-wide active total is asserted without reconciling the canonical inventory. Published October 20 with the original October 19 evidence snapshot; see the October 20 desk for later changes.

Scan reporting note: AI-assisted review of linked public sources; no field reporting. Separate source date, case cutoff, and retrieval date. Corrections should identify the affected record and preserve dated history under TiPH's Corrections Policy. See signal methodology.

Linked desk records (with separate evidence dates)

This edition is situational awareness for public-health professionals and the public. It is not medical, clinical, or travel advice. Source-check limits and evidence cutoffs are stated on each current record; the desk adds a record only when a current source supports it, so an absence of new signals never implies an absence of global health risk.
