Global Signal Scan

Editorial result

Four active records changed materially since the October 11 scan. Hurricane Simon weakened but remained a Category 3 hurricane immediately offshore of west-central Mexico. WPC’s final forecast position classified Isaias as dissipated by October 12. Bangladesh’s official dashboard rose above 100,000 dengue admissions for 2026. WHO’s daily table also advanced the DRC Ebola total and moved Kenya’s imported case to an October 11 cutoff.

Three new U.S. policy signals make useful explanatory leads: a proposed chemistry-based boundary for enhanced kratom products, a newborn and postpartum supply-kit program, and a three-part falls-prevention funding portfolio. These are announcements and awards—not demonstrated population outcomes.

Method: Primary and authoritative sources were checked on October 12, 2026. Each row preserves the source’s own cutoff. “Update,” “retain,” “de-escalate” and “candidate” are editorial dispositions, not claims about TiPH’s canonical tracker. The live tracker could not be reconciled during preparation, so no tracker-wide total is asserted.

Signal / dispositionVerified evidence and dateEditorial implication / uncertaintyPrimary source
Hurricane Simon — urgent updateNHC intermediate advisory 20A at 5 a.m. MST October 12 (12:00 UTC) placed Simon 50 miles west-southwest of Cabo Corrientes with maximum sustained winds of 115 mph, moving northwest at 2 mph. Hurricane warnings covered Playa Perula to El Roblito and Las Islas Marias.Simon weakened from October 11’s peak but remained a Category 3 hurricane. “Weaker” does not mean safe: NHC still highlighted dangerous winds and flooding rains. The center was offshore at this cutoff; do not report landfall unless an official product confirms it.NHC advisory 20A
Post-tropical Isaias — de-escalate from cyclone trackingWPC discussion 20, issued 11 a.m. EDT October 11, forecast the remnant low to dissipate by 12:00 UTC October 12. The final bulletin still noted residual flooding, surf and tornado risks on October 11.Close the cyclone-status record after canonical reconciliation, but do not imply all consequences ended with dissipation. Recovery, river flooding and local warnings are separate records when verified by the responsible local agencies.WPC discussion 20
Bangladesh dengue — urgent updateDGHS’s dashboard, last updated October 12, reports 101,442 admissions and 307 deaths in 2026. Its age table shows 2,167 admitted cases in the latest 24-hour period; the page’s death display contains inconsistent top-line and age-table values, so this scan does not state a daily death count.Replaces the October 11 verification gap. These are admitted cases, not all infections. Preserve the official dashboard’s category and flag its internal daily-death inconsistency rather than resolving it editorially.Bangladesh DGHS dashboard
Ebola, DRC — urgent updateWHO’s daily table reports 8,978 confirmed cases, 4,336 confirmed deaths and 2,356 recoveries in DRC through October 10. It lists 310 suspected cases separately. This is newer than the October 8 Disease Outbreak News report. The total includes three cases confirmed in DRC and treated in Europe. Figures can be revised retrospectively. Do not merge suspected and confirmed cases.WHO alert and response
Imported Ebola case, Kenya — update cutoffWHO lists one confirmed imported case and one death in Kenya through October 11. The October 8 DON says the person travelled from DRC through Uganda and that contact tracing included an international flight.Keep this record separate from DRC’s national count and do not infer secondary transmission. WHO’s detailed DON said a Kenya risk assessment was underway; the daily count alone does not resolve that assessment.WHO daily table; WHO DON, October 8
U.S. measles — retainCDC’s October 9 release, with data through noon October 8, reports 4,080 confirmed cases, including 18 international visitors; 42 outbreaks have been reported in 2026 and 3,897 cases are outbreak-associated.This remains CDC’s current national weekly baseline. It is not a real-time Monday count. CDC combines unvaccinated and unknown status on the public page; preserve that definition.CDC measles
European chikungunya — retainECDC Week 41 data through October 7 report 146 locally acquired cases in France and one in Italy. France added 22 cases in the weekly update. No Week 42 report was available at scan time. Do not mix imported cases or excluded overseas geography into this total.ECDC weekly chikungunya
European dengue — retainECDC Week 41 data through October 7 report 68 locally acquired cases in Italy and six in France. Italy added nine cases; ECDC consolidated earlier cluster records.Cluster-count changes can result from record consolidation. Cases, clusters and active clusters are different measures.ECDC weekly dengue
European West Nile — retain with source cutoffThe latest verified Week 41 release is dated October 9, with data through October 7: 1,855 locally acquired human cases, 208 affected areas and 18 countries. No newer weekly release was available. The product supports substances-of-human-origin precautions and does not incorporate every animal-surveillance signal.ECDC weekly West Nile
Salmonella Strathcona — retainECDC’s October 9 report says ten EU/EEA countries reported more than 160 new outbreak cases in 2026, with about 100 additional cases awaiting sequencing.Pending sequences are not confirmed outbreak cases. Earlier evidence implicated small tomatoes from Sicily and irrigation water at a production site; the 2026 vehicle investigation remains open.ECDC Week 41 report
FDA CORE investigations — retainOn October 12, FDA’s page still listed 38 E. coli O157:H7 cases in ref. 1421 and 11 Listeria cases in ref. 1415. The narrative identifies ready-to-eat multi-ingredient chicken wraps as the vehicle in ref. 1421; ingredient-level work continues.Preserve the narrative/table distinction: the table calls the wrap “suspect,” and the evidence does not establish chicken as the contaminated ingredient. Ref. 1415’s product remains unidentified.FDA CORE
Enhanced kratom-product threshold — article leadOn October 9, HHS recommended that DEA apply concentration and ratio thresholds to 7-hydroxymitragynine (7-OH) and mitragynine pseudoindoxyl (MGPI) for temporary Schedule I control. DEA issued notices of intent reflecting the updated recommendation.A recommendation and notice of intent are regulatory steps, not proof that every product marketed as kratom is controlled or chemically equivalent. Maya explains the two threshold tests and what remains unresolved.HHS recommendation
Newborn Essentials Support Toolkit — article leadHHS launched NEST in West Virginia on October 9. The program provides a one-time kit with newborn and postpartum supplies, information and items including a blood-pressure monitor. Congress funded continuation, and HHS says HRSA awarded $5 million to the CDC Foundation for implementation.Prior recipient surveys measured satisfaction, anxiety and financial-stress perceptions—not maternal or infant mortality effects. June examines where a kit fits in a wider postpartum system.HHS NEST release
Falls-prevention awards — article leadOn October 9, HHS announced three ACL initiatives totaling up to $27.8 million over three years, including clinical-community demonstration work, eight statewide scaling awards and a national resource center.Awards state intended reach and outcomes; they do not demonstrate that falls have already declined. Eli focuses on the referral pathway between clinical screening and community programs.HHS falls-prevention awards
Brevital Sodium recall — candidateFDA posted a company announcement on October 9 for two hospital-level lots of methohexital sodium for injection because of particulate matter. Distributors and hospital pharmacies were told to stop use and distribution of lots 86930 and 88623.This is a product-specific recall, not evidence of a national anesthesia shortage or reported patient harm. Verify lot and facility exposure before localizing.FDA-posted recall
Cold-smoked seafood recall — candidateFDA posted a company announcement on October 9 for Starfish Seafood Trio cold-smoked salmon, halibut and trout, lot D139149161-153, over possible *Listeria monocytogenes*. The announcement says no illnesses had been reported.A recall is not an outbreak. Retain the exact product, lot and distribution geography if developed into consumer coverage.FDA-posted recall

Tracker reconciliation: These 16 rows are working editorial records, not a canonical tracker total. Match records by stable event ID before release. Isaias should be de-escalated only after separating recovery or local-hazard records; the three HHS announcements should be added as policy/program signals, not outbreaks.

How this scan was run

Catch-up publication approved by Elijah St. John. Each source retains its own data cutoff. Earlier working ledgers are preserved as historical editorial records; no unverified canonical total is inferred. Some source refreshes were unavailable; retained records disclose those limits. CDC’s October 14 context reports 30 active multistate foodborne investigations (2 Campylobacter, 7 E. coli, 6 Listeria, 15 Salmonella), not 30 new map pins. The current desk includes later source amendments while historical evidence remains dated.

This edition is situational awareness for public-health professionals and the public. It is not medical, clinical, or travel advice. Source-check limits and evidence cutoffs are stated on each current record; the desk adds a record only when a current source supports it, so an absence of new signals never implies an absence of global health risk.
