Global Signal Scan — October 7, 2026

Changes appliedScan edition Published Edited by Elijah St. John

Historical working ledger; no canonical active-record total was asserted for this edition.

Scan summary

Historical edition preserved with its original reporting cutoffs. First published October 14, 2026; working editorial rows are not a canonical tracker total.

Dated edition report

Prepared for 2026-10-07; first published October 14, 2026. The report below preserves historical evidence. See current signal records for later updates.

1. Global Signal Scan

Proposed result

39 tracker records: 36 geographic signals and 3 contextual/regional layers.

Change ledger: 2 ADD · 11 UPDATE · 24 KEEP · 0 REMOVE.

The action ledger covers 37 reviewable records. Two structural context rows remain outside the ADD/UPDATE/KEEP/REMOVE arithmetic; contextual layers remain visible without being treated as local map pins. The October 7 scan supersedes the unapproved October 5 and October 6 scan proposals. It carries Cambodia H5N1 forward once, preserves historical editions, and does not silently delete inactive or closed records.

An editorial source check after the initial scan found newer authoritative figures for the DRC/Kenya Ebola record and both Bangladesh records. The values below replace the earlier October 7 working figures before approval.

ADD — Bangladesh measles outbreak

Proposed headline: Bangladesh’s measles response reaches 22,020 confirmed infections as the combined confirmed/suspected death count reaches 1,140.

Bangladesh’s Directorate General of Health Services data, reported on October 7, show 22,020 laboratory-confirmed infections and 200,293 suspected cases since national tracking began in March. The combined death count is 1,140: 102 laboratory-confirmed measles deaths and 1,036 suspected measles-related deaths. Those categories must remain separate; the larger number is not a laboratory-confirmed measles death count. DGHS figures reported October 7

Bangladesh also launched a catch-up campaign on September 26 targeting 3.4 million children aged 6–59 months, with support routed through UNICEF. Bangladesh Sangbad Sangstha, October 7; WHO Bangladesh outbreak-response background

Classification: Severe · Human · High confidence in the reported DGHS categories. Use a national representative marker, not a hospital or patient location. Action: ADD. Record October 7 as TiPH’s proposed addition date, not the outbreak start date.

ADD — Bangladesh dengue outbreak

Proposed headline: Bangladesh reports 90,356 dengue hospitalizations and 281 deaths through October 6.

The DGHS dengue dashboard was updated October 6 with 90,356 hospital admissions and 281 deaths in 2026. It recorded 1,996 admissions and 10 deaths in the latest 24-hour reporting period. These are reported hospitalizations, not an estimate of every infection in the country. Bangladesh DGHS dengue dashboard

The earlier scan values—79,620 hospitalizations and 245 deaths—described the end-of-September snapshot and are superseded for the proposed October 7 record. Preserve them only in historical evidence notes.

Classification: Severe · Human / Earth · High confidence in the national dashboard, with the usual limits of reported hospital data. Use a national representative marker. Action: ADD.

UPDATE — DRC and Kenya Bundibugyo Ebola

Proposed headline: WHO advances the DRC table and adds Kenya’s first imported confirmed case.

WHO’s daily table now lists 8,665 confirmed cases, 4,178 confirmed deaths and 2,259 recoveries in the Democratic Republic of the Congo, with DRC data through October 5. The table separately lists one confirmed imported case and one death in Kenya, with data through October 6. WHO identifies the Kenya case as imported from DRC. WHO daily epidemiological table, accessed October 7

Kenya’s Ministry of Health says the patient was a Kenyan citizen who had been living in DRC and travelled through Kampala before flying to Nairobi on October 3. Kenya has activated contact tracing and preparedness measures. Kenya Ministry of Health confirmation, October 7

Editorial treatment: Replace the earlier working DRC figures of 8,603 cases and 4,148 deaths. Keep DRC and Kenya reporting clocks separate. Do not add the Kenya case to DRC’s national count or describe the imported case as evidence of community transmission in Kenya. Action: UPDATE the DRC record and the existing Kenya preparedness/importation record.

UPDATE — selected infectious-disease and food-safety records

RecordOctober 7 treatment
Florida dengueRetain the working surveillance figure of 252 cases across seven counties through September 26 until the next state surveillance table is published. County alerts establish locally acquired cases but do not replace the statewide cutoff. Florida DOH Pasco alert
U.S. measlesKeep CDC’s 3,887 confirmed cases through October 1, 42 outbreaks and 95% outbreak-associated. Do not combine it with state totals using newer cutoffs. CDC measles data
FDA CORE investigationsReconcile the four tracker records against FDA’s live table. Current changes include ref. #1415 at 11 cases, #1421 at 38, #1417 at 44, and other separately identified active investigations. Do not merge distinct pathogens or investigations. FDA CORE table
France chikungunyaUpdate/retain 124 locally acquired cases in 19 clusters through September 30. ECDC weekly surveillance
Italy dengueUpdate/retain 59 locally acquired cases in nine clusters through September 30. ECDC weekly surveillance
European West NileRetain 1,765 locally acquired infections across 202 affected areas in 16 countries through September 30. ECDC weekly surveillance
Cambodia H5N1Carry forward the laboratory-confirmed human case after poultry exposure as High confidence. This is newly added to TiPH from a late-September event, not a case occurring on October 7. ECDC Week 40 report
Multi-country choleraUpdate the contextual layer to 249,136 reported cases and 1,970 deaths through September 28, preserving country-specific cutoffs and the limits of aggregated reporting. ECDC Week 40 report

KEEP — 24 records

Carry forward the other 24 reviewed records without changing their evidence or modification dates. A record is not “updated” simply because TiPH checked it again. Silence from a source is not grounds for removal. Closed events remain preserved as historical records with closed/inactive status rather than deletion.

The two remaining structural context rows stay outside change arithmetic. No disaster item reviewed today met the threshold for a new active signal.

Scan methodology and uncertainty

This edition distinguishes the date a source published, the date through which its data run, and the date TiPH reviewed the record. Counts from different systems must not be added together unless their definitions and reporting periods support it. Bangladesh measles figures separate suspected from laboratory-confirmed infections and deaths. Bangladesh dengue uses reported hospital admissions. WHO’s Ebola table is provisional and can be retrospectively revised. FDA investigations remain separate records even when their public product labels are not yet identified.

How this scan was run

Catch-up publication approved by Elijah St. John. Each source retains its own data cutoff. Earlier working ledgers are preserved as historical editorial records; no unverified canonical total is inferred. Some source refreshes were unavailable; retained records disclose those limits. CDC’s October 14 context reports 30 active multistate foodborne investigations (2 Campylobacter, 7 E. coli, 6 Listeria, 15 Salmonella), not 30 new map pins. The current desk includes later source amendments while historical evidence remains dated.

This edition is situational awareness for public-health professionals and the public. It is not medical, clinical, or travel advice. Source-check limits and evidence cutoffs are stated on each current record; the desk adds a record only when a current source supports it, so an absence of new signals never implies an absence of global health risk.
