Daily Signal Scan
Global Signal Scan — October 5, 2026
Historical working ledger; no canonical active-record total was asserted for this edition.
Scan summary
Historical edition preserved with its original reporting cutoffs. First published October 14, 2026; working editorial rows are not a canonical tracker total.
Dated edition report
Prepared for 2026-10-05; first published October 14, 2026. The report below preserves historical evidence. See current signal records for later updates.
1. Global Signal Scan
Proposed result
23 active signals · 1 added · 1 updated · 21 retained · 0 removed.
Baseline: the live October 4 Signal Desk, inspected October 5, contains 22 active records and a separate El Niño contextual watch layer. The October 4 release is live; the earlier draft’s proposed 21-record ledger is superseded by the published records. The new total counts records, not physical map pins: distributed regional signals intentionally have no point marker.
This is a selective primary-source review, not a claim to have exhaustively reverified every retained hazard. The live feed, FDA CORE table, CDC measles and foodborne-outbreak pages, WHO’s Ebola table, ECDC’s Week 40 report, and WHO regional surveillance materials were checked. Some source requests failed temporarily. Unchanged or incompletely refreshed records keep their existing evidence dates; an attempted retrieval is not a successful verification.
Update — DRC Bundibugyo Ebola
Proposed headline: DRC Bundibugyo Ebola reaches 8,442 confirmed cases in WHO’s provisional table.
WHO’s table now lists 8,442 confirmed DRC cases, 4,080 confirmed deaths, 2,213 recoveries and 405 suspected cases, with data as of October 2. The live desk uses September 29 figures. The difference is 218 confirmed cases and 98 deaths between reporting snapshots, not a count of events that occurred on October 5. Figures may be revised. The DRC total already includes patients diagnosed there who received treatment in Germany and the Netherlands; do not add their evacuations as extra DRC cases. WHO daily epidemiological table, accessed October 5
Classification: Critical · Human · High confidence in the posted figures, with provisional completeness. Preserve the existing outbreak ID and geographic representation. Retain the previously sourced European evacuation context without presenting it as new European community transmission. Update the evidence-through date to October 2 and the review date to October 5 only after approval.
Add — Cambodia human H5N1 infection
Proposed headline: Cambodia reports a hospitalized human H5N1 case after poultry exposure.
ECDC’s October 2 report describes a laboratory-confirmed case in a poultry farmer in his forties in Trapeang Prasat district, Oddar Meanchey Province, confirmed in late September after reported contact with sick and dead chickens. The report describes hospitalization, contact tracing and joint health–agriculture investigation, with no detected sustained human-to-human transmission. ECDC Week 40 report, printed page 9
Classification: Significant · Human, with Animal/One Health tags · High confidence in the reported diagnosis; exposure route remains attributed. Use a province-level representative marker, not the patient’s residence. Detection by TiPH: October 5. Source publication: October 2. Clinical/reporting event: September 27–28. Describe this as newly added to TiPH, not newly occurring today. The differing confirmation/reporting dates should not be collapsed into a single onset date.
Editorial correction: Earlier draft packages summarized WHO’s regional weekly review as containing no newly reported H5 infections. That does not justify omitting this independently documented case. If that sentence appears in a published edition, retain the historical edition and append a dated clarification with the ECDC source; do not silently rewrite the earlier record. WHO’s October 2 avian-influenza bulletin landing page was located, but its linked PDF was not successfully retrieved in this review. This package does not claim to have reconciled the PDF’s detailed contents.
Retain — 21 existing records
| Record/group | Proposed treatment |
|---|---|
| U.S. measles | CDC still posts 3,887 confirmed cases through October 1; retain. CDC |
| European West Nile, locally acquired dengue and chikungunya | Retain the already published September 30 surveillance snapshots; no fresher verified figures are inserted. |
| EU/EEA carbapenem-resistant Enterobacterales | Retain the genomic-surveillance signal without a population case count. |
| Multi-country cholera | Retain its existing monthly synthesis and country-specific cutoff caveat. |
| FDA investigations #1415, #1421 and #1417 | Respectively 11 Listeria, 38 E. coli and 44 Listeria cases remain posted; products remain unidentified. Keep the investigations separate. FDA CORE |
| Raw-milk cheese, broccoli sprouts and alfalfa sprouts | Retain all three distinct records. The checked CDC cheese and broccoli pages retain their September advisories. The alfalfa advisory could not be freshly fetched; FDA’s table still lists that investigation as active. |
| Bangladesh dengue; India flooding; Nepal flood response | Carry forward existing records and evidence dates. No new national tally or displacement total is asserted. |
| U.S. rabies exposure; Costa Rica chikungunya and hepatitis A; Tolima yellow fever | Carry forward existing geographically bounded records and source dates. |
| Western Pacific influenza; broader U.S. Cyclospora surveillance | Carry forward existing records. Do not describe their older observations as October 5 disease activity. |
The grouped rows above account for 21 retained records: 1 + 3 + 1 + 1 + 3 + 3 + 3 + 4 + 2. Keep the separate El Niño contextual layer outside the active-record arithmetic. No closure or removal is inferred from silence or a failed source request.
Other editorial leads, not new outbreak markers
WHO’s October 7 obesity-guideline launch and October 9 mental-health webinar are upcoming policy and education developments. NASA’s ozone visualization is an explanatory resource. None is evidence of a new localized outbreak or pollution emergency.

How this scan was run
Catch-up publication approved by Elijah St. John. Each source retains its own data cutoff. Earlier working ledgers are preserved as historical editorial records; no unverified canonical total is inferred. Some source refreshes were unavailable; retained records disclose those limits. CDC’s October 14 context reports 30 active multistate foodborne investigations (2 Campylobacter, 7 E. coli, 6 Listeria, 15 Salmonella), not 30 new map pins. The current desk includes later source amendments while historical evidence remains dated.

This edition is situational awareness for public-health professionals and the public. It is not medical, clinical, or travel advice. Source-check limits and evidence cutoffs are stated on each current record; the desk adds a record only when a current source supports it, so an absence of new signals never implies an absence of global health risk.
